Mr. Winkler and his uncle William Winkler, a Council pioneer, developed their collection over a period of almost 80 years. Most items pertain to Council Valley and Adams County history. When Council city offices moved to new quarters in 1996, the second floor of the old city hall was turned over to the museum.
